NetSuite vs. SAP B1 vs. Microsoft BC — CFO's TCO Guide for SEA — AVC Software Consulting

Executive Summary

For mid-market companies in Singapore and the Philippines evaluating ERP, three vendors dominate the shortlist: Oracle NetSuite, SAP Business One (B1), and Microsoft Dynamics 365 Business Central (BC). All three are credible platforms — but their total cost of ownership, SEA compliance capability, and partner ecosystems differ significantly.

This guide provides a vendor-neutral TCO comparison across a 5-year period, calibrated to the SEA market. Figures are based on AVC's implementation experience, published vendor pricing, and independently gathered data from 80+ SEA companies that evaluated two or more of these platforms.

Disclosure: AVC Software Consulting is an Oracle NetSuite Alliance Partner. We have included this guide because our clients frequently ask for an honest comparison — including scenarios where NetSuite may not be the right fit. Where SAP B1 or Microsoft BC performs better, we say so.

User licences (40 users, annual)$57,600$48,000–$72,000$57,600–$86,400
Advanced modules$18,000–$36,000$12,000–$30,000$8,000–$24,000
Implementation (partner fees)$90,000–$140,000$100,000–$180,000$80,000–$160,000
SEA localisation / compliance config$8,000–$15,000$20,000–$45,000$18,000–$40,000
Data migration$12,000–$25,000$15,000–$30,000$12,000–$28,000
Training$6,000–$12,000$8,000–$16,000$6,000–$14,000
Total Year 1 (median)$203,588$263,000$232,000

NetSuite's Year 1 cost advantage comes primarily from lower compliance localisation costs — its Singapore and Philippines tax engines are more mature out of the box than SAP B1 or Microsoft BC, reducing partner configuration time.

5-Year Total Cost of Ownership

YearNetSuiteSAP B1Microsoft BC
Year 1 (incl. implementation)$203,588$263,000$232,000
Year 2$101,588$128,000$118,000
Year 3$106,667$134,400$123,900
Year 4$112,000$141,120$130,095
Year 5$117,600$148,176$136,600
5-Year Total$641,443$814,696$740,595
Savings vs. SAP B1$173,253 (21%)$74,101 (9%)

SAP B1's higher 5-year cost is driven by per-server licensing (on-premise deployments) and higher SEA partner rates. Microsoft BC's cloud pricing is competitive but compliance localisation for Philippines (BIR CAS, EIS) adds recurring annual cost not present with NetSuite.

SEA Compliance Capability

This is where the comparison diverges most significantly. SEA compliance — particularly Philippines BIR requirements — is not a commodity feature across these platforms.
